The Civil Aviation Authority (CAA), was established by Act No. 7 of 2012, as an autonomous Aviation Regulator. This was in line with international best practice and to enable the creation of an effective safety oversight authority (CAA) in Zambia. The CAA seeks to provide effective and efficient regulatory services to the Aviation industry, ensure legal compliance and provide safety assurance with value for money for all air transport users in Zambia. In its over sight capacity, the CAA is guided by its core values in pursuance of its corporate objectives.

What we do

The Civil Aviation Authority regulates:

    • Aircraft Operations;

    • Personnel Licensing;

    • Air Traffic Management;

    • Airworthiness;

    • Aerodromes and Ground Aids;

    • Aviation Security;

    • Aeronautical Information Services;

    • Communications, Navigation and Surveillance; and

    • Safety Management Systems among others.

Zambia as a signatory to the Chicago Convention of 1944, has international obligations pursuant to that Convention and the CAA is the agency through which Zambia discharges its obligations. The CAA implements international Civil Aviation Standards as a regulator of the Aviation Sector.

Every service provider in the aviation industry in Zambia is obliged to comply with Aviation International Standards developed by International Civil Aviation Organisation (ICAO) and domesticated by Zambia. Further, Zambia is obliged to notify other state parties to the convention on the status of its implementation of ICAO standards through a secure ICAO online framework. The CAA constantly uploads Zambia's implementation status of the international standards on the online framework. The CAA collaborates and works closely with other stakeholders in its control, development and promotion of civil aviation in Zambia.
